Lee Vallender is the founder and director of Devol Legal. A qualified barrister with substantial experience advising public sector organisations, he specialises in regulatory compliance, licensing, enforcement, governance and service transformation. His work is particularly focused on areas where legal issues overlap with operational complexity and public accountability.

Before establishing Devol Legal, Lee spent nine years at Deloitte UK, supporting complex programmes for local authorities and other public bodies. That background continues to shape the firm’s approach: careful analysis, practical delivery and clear advice capable of implementation.

Lee’s strength lies in helping clients work through difficult issues with calm judgment, legal discipline and a strong sense of operational reality.
